Data Reporting Policy and Procedure
Purpose
To ensure Sydney Art School (SAS), as a Registered Training Organisation (RTO) and CRICOS provider, accurately and timely reports data to meet regulatory requirements, supporting quality outcomes and compliance with the Standards for Registered Training Organisations (RTOs) 2025 (effective 1 July 2025), AVETMISS, TCSI (including VET Student Loans programs), CRICOS, and PRISMS under the Education Services for Overseas Students (ESOS) Act 2000 and National Code 2018. This policy focuses on data reporting, distinct from records management and privacy policies.
Scope
Applies to the Principal, Registrar, Studio Manager, and Trainers & Assessors involved in collecting, validating, and reporting data for domestic and international student enrolments, progress, assessments, and completions in AVETMISS-compliant training, including VET Student Loans (VSL) programs.
aXcelerate Student Management System Investment
SAS has made a significant investment in the aXcelerate Student Management System, which serves as the primary mechanism for executing data reporting requirements. aXcelerate’s robust automations and integrations with NCVER, TCSI, PRISMS, and eCAF for VET Student Loans streamline data collection, validation, and submission processes, ensuring compliance with AVETMISS, VSL, CRICOS, and ASQA standards. Its automated workflows, real-time data synchronization, and eCAF integration reduce manual errors, enhance efficiency, and support accurate, timely reporting to regulatory bodies, underpinning SAS’s commitment to quality and compliance.
Policy
1. Data Accuracy
- Data must be accurate, complete, and validated per AVETMISS standards and Standards for RTOs 2025 (Outcome Standards), including matching course codes, eCAFs, and student details for VSL.
- Unique Student Identifiers (USIs) must be verified at enrolment for AQF certifications.
- CRICOS student data (enrolments, progress, attendance if required) must align with PRISMS and ESOS Standards 8 and 9.
- For VSL, ensure alignment with eCAFs, loan amounts, and gap fees proportionally spread across course duration.
2. Timeliness
- Meet regulatory deadlines:
- AVETMISS: Submit to NCVER by the last business day of February for the prior year.
- Quality Indicators: Submit learner/employer data to ASQA by 30 June.
- PRISMS: Report CRICOS student acceptances, eCoEs, progress, or non-compliance events immediately.
- TCSI (including VSL): Real-time, event-based reporting; eCAFs on or before census dates (at least 2 business days after enrolment); revisions within 7 days of new information; student liability data by the 7th of the following month for payments.
- Delays must be reported to the relevant authority (e.g., NCVER, ASQA, Department of Education, Department of Home Affairs) with a corrective plan. Late VSL reporting may result in non-payments or penalties.
3. Standardized Formats
- Use compliant formats: AVETMISS NAT files, ASQA Quality Indicator templates, PRISMS eCoEs, and TCSI data packets (with extensions for multiple values/changes, e.g., for VSL enrolments and liabilities).
- Deviations require Registrar approval.
4. Compliance
- Align with Standards for RTOs 2025 (Outcome Standards, Compliance Requirements, Credential Policy), ESOS, AVETMISS, and VSL Act 2016 (subsection 53(1) for data requests).
- Submit accurate data for ASQA audits and annual compliance declarations.
- Report CRICOS student non-compliance via PRISMS (e.g., unsatisfactory progress).
- For VSL, conduct quality assurance to avoid errors (e.g., mismatched TFNs, exceeded caps); false information may incur penalties (60 units) or criminal offences.
5. Continuous Improvement
- Review reporting processes annually, using ASQA, NCVER, and Department of Education feedback to improve, including VSL-specific changes.
Procedure
1. Data Collection
- Collect data at enrolment (USI verification, eCAFs for VSL), progress, assessments, and completions using aXcelerate’s automated data entry features.
- For CRICOS students, collect visa and course acceptance data per ESOS Standard 8.
- For VSL, capture loan details, census dates, and student liabilities.
2. Validation
- Validate data using aXcelerate’s integration with NCVER’s AVS for AVETMISS, PRISMS for CRICOS, and TCSI for VSL (e.g., error checks for eCAFs).
- Resolve discrepancies within aXcelerate before reporting.
3. Report Generation
- Generate AVETMISS NAT files, ASQA Quality Indicator reports, PRISMS eCoEs, and TCSI data packets (for VSL enrolments, revisions) through aXcelerate’s automated workflows.
- Include metadata (e.g., dates) and verify accuracy.
4. Review and Approval
- Registrar reviews reports for compliance (including VSL accuracy); Principal approves final submissions.
5. Submission
- Submit via aXcelerate’s integrations for data upload and synchronization:
- AVETMISS: NCVER portal.
- Quality Indicators: ASQA webform.
- PRISMS: PRISMS system.
- TCSI (including VSL): TCSI API or Data Entry portal, ensuring real-time sync.
- Log submissions (dates, recipients) in aXcelerate.
6. Issue Resolution
- Report issues to Registrar; resolve via root cause analysis and notify ASQA/PRISMS/Department of Education if required (e.g., VSL error codes).

Training

- Reviewed after updates to Standards for RTOs 2025, AVETMISS, TCSI, VSL, or PRISMS.
